  • Paul is the State Representative for Delaware’s 23rd House District. He also is the chief investment officer at Mallard Financial Partners in Newark

    Paul has been part of the Newark community since 1990 when he relocated here with his wife, Pam. They have a son and daughter-in-law who live in the district as well as their dog Clarence and cat Charlie; both pets were rescued. Paul graduated from the University of Delaware with a degree in Computer Science and holds a Masters degree in Computer Science from Villanova University. He founded Mallard in 1996, and has served residents of the district since November 2012.

    I believe that there are times when an SRO could be more effective, such as a higher population high school where the SRO is involved in the community (assistant coach, for instance).

    Restorative justice can be very effective in breaking the cycle, by intentionally looking for a path for a child to 1) address the underlying issue, and 2) identify a way for the student to return to class.

    I fear that our overburdened and understaffed probation program leads to technical violations which do not threaten our communities, and this leads to harmful, unnecessary, reincarcerations.
